While State President of MedChi, Dr. Hagaman was responsible for promoting the interests of physicians and contributing to enlightening health policy in Maryland.
In a citation presented to Dr. Hagaman, the Governor specifically stated that, “Dr. Hagaman was responsible for guiding MedChi through several contentious issues during the 2007 Session of the Maryland General Assembly. As a result of his leadership, MedChi accomplished its principal objective in the authorization of the Maryland Board of Physicians regulatory structure.”
Also acknowledged was the fact that in response to Dr. Hagaman’s leadership, Governor O’Malley proposed legislation to create a Task Force on Health Care Access and Reimbursement, and this legislation was enacted so as to create a formal blue ribbon study of declining physician reimbursements in Maryland and its impact on patient care.
Under Dr. Hagaman’s leadership, Maryland enacted legislation to completely ban smoking in all indoor areas including bars and restaurants.
A child and adolescent psychiatrist in private practice, Dr. Hagaman served as Medical Director of Linwood Center, Inc., in Ellicott City, one of the oldest ongoing facilities for the treatment of Autism Spectrum Disorder in the world.
Hagaman maintained a private practice in Catonsville, serves as consultant psychiatrist to Creative Options, Inc. of Baltimore and is Senior Psychiatrist for The Children’s Guild. He is on the volunteer faculty of the University of Maryland School of Medicine, where he is Assistant Clinical Professor in the Division of Child and Adolescent Psychiatry.
